The standard plate that is included with the 10602 is for Arri Mini or Mini LF. Other plates are available and listed as accessories on the product page.

I do not believe it could be used as a horizontal stabilizer, no. The weight on the part that rotates won't be centre balanced and so I suspect will not rotate freely as you would need.
